Complaints about Licensed Public Accountants (LPAs)

If you have a complaint about the conduct of an LPA you should contact the licensing body that issued or is responsible for the LPA’s licence.

In the case of an LPA who is a Chartered Accountant (CA) contact:

Your Right to Request the Council to Review the Handling of Your Complaint

If you are not satisfied with the manner in which your complaint about the conduct of an LPA was handled you may request the Council to review the licensing body’s handling of your complaint.

To request a review of the licensing body’s handling of your complaint you must:

1.                  have made a complaint to the LPA’s licensing body;

2.                  exhausted the internal procedures of the LPA’s licensing body for the handling of the complaint, including the licensing body’s independent review mechanisms;

3.                 make written application to the Council for a review of the LPA’s licensing body’s handling of the complaint using the Council’s Review Application Form; and

4.                 deliver your completed Review Application Form, with supporting documentation, to the Council within 30 days from the date of the LPA’s licensing body advising you of the independent reviewer’s decision:

Note:  You may obtain a copy of the Review Application form here. Alternatively, you  may request the Council to provide you with a copy of the Review Application Form by contacting the Council at the above address or by e-mail at generalinquiries@pacont.org.

         The Council’s procedures for conducting a review of the licensing body’s handling of complaints are set out in Council Guideline No. 2008 – 5.

The Council’s ability to review the licensing body’s handling of your complaint is limited to decisions of the licensing body’s investigating committee regarding the conduct of the LPA and does not extend to decisions of the licensing body’s disciplinary or appeal committees.

After conducting its review of the licensing body’s handling of your complaint the Council’s ability to address your complaint is limited to recommending whether or not to refer the complaint back to the licensing body to investigate the complaint more fully.
